Login page does not come up, instead getting server busy error. In the Object Manager log seeing the error "SBL-DAT-60237: Error loading dictionary file diccache.dat"Recreating the diccache.dat file results in the same behavior. Also ran ddldict utility but gets same result. Running dbchck fails with the following in dbchck log.

Causes::1.The credentials being used are actually wrong. Please re-check the username and password. This can also be cross-checked using the ODBC connection and logging directly to the DB to verify that the credentials are correct.2.Check the TNS file. If through the dedicated client you are trying to connect to a server, then probably the entry of that environment is not made in the tnsnames.ora file. Another issue with TNS file is that if one of the entries is incorrect, it forces the subsequent entries not to work. Yet another issue woth the TNS file is the introduction of an invalid character, causes the file to get corrupt. So replace TNS from another person whose client is working.3.If you are trying to connect to local client, there is a possibility that some of the workflows that should run at the start, as per your customizations of the Siebel instance, might not be activated, and hence an error would be getting logged in the local logs and a generic error as mentioned above would be displayed to the user.4.There might be some issue with the dictionary file(diccache.dat).An error might be logged in the local logs as: SBL-DAT-60237: Error loading dictionary file diccache.dat.Solution:Add this parameter in the cfg file- UseDictionaryInTransactionLogging = FALSE. It will work like a charm!
